Philip Brown

Group Director of Policy and External Affairs

Philip has worked in financial services for over 30 years, with most of his experience focused on pensions and retirement income products. During this time he has worked as an independent consultant, Head of Policy at LV= and as a Senior Policy Associate on high level projects at the Financial Services Authority. Here, Philip has also been Head of Customer Services and Technical Administration, managing the vesting process for a large back book of varied pension and life products, and was winner of The Public Affairs Awards ‘Corporate Campaign of the Year’ 2016.

Philip has been an active member of a number of industry trade bodies over the years including: the ABI Retirement and Savings Committee; the Chair of the ILAG Savings Strategy Group; a Founder member of and a Management Board Member of PICA, and many more. Philip currently sits on the PLSA Policy Board and Master Trust Committee.

Chair of the Trustee

Mark joined the Board in 2020 and is now Chair of the Trustee Board. Mark is a professional trustee and actuary with over 30 years’ pensions experience. During his early career, Mark held several senior positions with responsibility for pensions advisory and administration businesses.

He has helped many large UK pension funds and companies on all aspects of pension provision. He is a Fellow of the Institute and Faculty of Actuaries and an Accredited Professional Trustee.

Clients and Governance Analyst

Gareth is a Clients and Governance Analyst at People’s Partnership / The People’s Pension. He joined People’s Partnership in 2021.

Gareth’s responsibilities include assisting in the production of investment marketing and scheme reporting documentation, providing technical investment support for internal staff, financial advisors and employee benefit consultants; and conducting DC Pension market research and analysis.

Before joining People’s Partnership he held several investment research and proposition roles at Legal & General Assurance Society and Legal & General Workplace Savings. He also spent two years in investment analysis and compliance roles with, In Partnership – a national financial advice network.

Gareth holds the Diploma in Financial Planning and the Investment Management Certificate.

Former Chair of the Trustee

Steve Delo is Chairman of PAN Trustees, an award-winning independent trustee firm, and a former President of the Pensions Management Institute. He has twice been named ‘Independent Trustee of the Year’ by Engaged Investor and has been listed as one of the Top 50 people in pensions by Pensions Insight.

His 30 year career has included senior roles in scheme management, consulting, asset management and, for the last 13 years, trusteeship. He is a prominent accredited independent trustee sitting on DB and DC scheme boards and specialises in the governance of large-scale pension arrangements. He has chaired The People’s Pension since its establishment.

Rupert has over 20 years’ experience in financial services and is an associate member of the Chartered Institute for Payroll and Pension Professionals (CIPP).

Tim is Head of Pensions Policy at People’s Partnership and is responsible for People’s Partnership’s pensions policy work.

Previously Tim led the Pensions and Lifetime Savings Association’s work on DC pensions and worked in a variety of strategy and research roles at NEST Corporation.

Tim has degrees from the University of York and the London School of Economics.

Sue Hunter is Chief Finance Officer at People’s Partnership.

Sue was previously at the Legal and General Group. During her long tenure there, she has held a variety of finance director roles in the savings, corporate and business performance divisions. She is also a member of the Chartered Institute of Management Accountants (ACMA). Sue joined People’s Partnership in November 2019.

Jim is Chair of People’s Partnership Limited, our strategic board, having previously served as a Non-Executive Director for the Group. Jim is also Chair of the of the Remuneration & Nominations Committee.

Jim is an actuary with extensive board level leadership experience in insurance, investment management, and life and pensions sectors. He is a Fellow of the Society of Actuaries, USA, and a Fellow of the Institute and Faculty of Actuaries.

Jim has held senior finance and general management roles at Lloyd’s of London and Legal & General Group. In his various Managing Director and Finance Director roles covering UK and global businesses, he developed and transformed market leading businesses, including Legal & General’s auto-enrolment pensions business.

Jim is also an RNLI Trustee, the charity that saves lives at sea as well as serving on the Board of OneFamily.

He has over 30 years’ experience in workplace pensions and was previously DC Sales Director with Aegon and BlackRock. Phil is a member of the Chartered Institute for Securities and Investment.

Head of Investment Strategy and Asset Allocation

David is responsible for setting and reviewing People’s Partnership’s investment strategy, with the aim of delivering positive risk-adjusted returns for scheme members.

He began his career trading international equities at Greenwell Montagu for the firm’s account, before moving to similar roles at Societe Generale in London and Dresdner Bank AG in Frankfurt.

He has also worked for AXA Investment Managers in France, UBS, and Bank J. Safra Sarasin in Switzerland, where he was a member of the Cross-Asset Team, working on asset allocation.

David joined People’s Partnership in 2018, after leaving his previous role in Switzerland.

He has an MBA from Manchester Business School and an undergraduate degree in law. He is also a CFA charterholder.

Rachel Thomas

Head of Premises & Facilities

As Head of Premises and Facilities for People’s Partnership, Rachel ensures that our buildings and workspaces are fit for purpose, safe, healthy and a great place to work.

Rachel has over 30 years’ facilities management experience and a proven track record of success within a diverse range of facilities management and operational roles.

Rachel is key in driving employee well-being, psychological safety and sustainability initiatives and is a member of the British Institute of Facilities Management. Children’s charities are close to Rachel’s heart, and she is also a Trustee for a local charity, Crawley Community Youth Service, offering support and advice on facilities, health and safety and premises.
